COMMITTEES
Advocacy
4th Tuesdays, 11-12am
The Advocacy Committee assures that unhoused populations are represented fairly in COC STL programs and priorities and educates the public about issues pertaining to homelessness.
HMIS
4th Wednesdays, 2-3pm
The HMIS Committee sets HMIS standards consistent with HUD Data Compliance requirements. It works with the Board of Directors, DHS and the HMIS Lead to develop and implement recommendations to improve client tracking, provider use and coordinated entry implementations. It analyzes utilization of HMIS and provides recommendations for increasing participation.
Coordinated Entry
4th Thursdays, 8:30-10am
The Coordinated Entry Committee conducts an annual review of the Coordinated Entry System. This review includes the prioritization list, matching processes, acuity assessments, and Coordinated Entry policies and procedures.
Service Delivery
2nd Tuesdays, 8:30-10am
The Service Delivery Committee creates policies, procedures, and standardized forms for COC-STL program operations, including coordinated entry. It also develops and implements a plan for regular training, covering areas such as working with priority populations, ongoing coordinated entry training, housing navigation/case management training, and other best practices for homeless services.
System Performance
2nd Tuesdays, 1:30-3pm
The System Performance Committee conducts system gaps analysis and population prioritization, providing recommendations to ensure adequate homeless and housing solutions. It also reviews System Performance Measures (SPM) before submission to HUD, oversees Point-In-Time (PIT) counts, and reviews the Housing Inventory Count (HIC) prior to submission to HUD.
Program Performance
2nd Thursdays, 9-10am
The Program Performance Committee establishes a formal, transparent process to rank and prioritize all new projects seeking support through COC-STL or ESG funding. It advises whether each project meets the basic criteria and ranks projects based on established benchmarks. The committee also evaluates the performance of individual COC-STL and ESG programs and develops protocols for reallocating funding.
Governance & Membership
1st Mondays, 12-1:30pm
The Governance & Membership (G&M) Committee is responsible for recruiting, reviewing, and approving membership applications, onboarding new members, overseeing elections and nominations, enforcing participation and attendance requirements, and reviewing the organization's charter.
General Meeting
3rd Thursdays of even months, 10:30am-12pm
The bi-monthly general membership meetings provide committee updates, board updates, and information about community resources and trainings.
Consumer Council
TBD
The Consumer Council is composed of unhoused and formerly unhoused individuals and works to ensure that the consumer voice is heard and considered in COC-STL programs and decision-making processes.
Open Board Meeting
3rd Thursdays, 9-10:30am
The monthly Board meeting is open to the public.
